ADVOCATE STAFF PHOTOS BY MATTHEW HINTON Sept. 20, 2014 Comments Calling it a public health hazard, the city, in a notice dated Monday, ordered that the homeless encampment under the Pontchartrain Expressway be vacated within 72 hours. The number of people living under the expressway has mushroomed over the last few months. As it has grown so have complaints from Warehouse District residents and commuters who drive by the encampment, furnished with tents and couches alike.
